Europe and Ukraine prepare peace plan

The European Union and Ukraine are developing a 12‑point proposal that could outline conditions for future discussions with Russia, according to Bloomberg and confirmed by European media such as G1 Brasil and Veja. The document is still being drafted and has not been released publicly.

Context

Officials involved in the consultations told Bloomberg that the initiative seeks to define key steps for de‑escalation while maintaining Ukraine’s internationally recognized borders. The draft includes humanitarian measures, prisoner exchanges, and the stabilization of contested areas under possible international observation.

Background

Work on the proposal resumed after the Bürgenstock Peace Summit held in Switzerland in June 2024, attended by representatives from over 90 countries. The event, which did not include Russia, concluded with broad support for Ukraine’s call for a “comprehensive, just, and lasting peace.”

Following the meeting, European diplomats began drafting a coordinated document to unify diplomatic efforts among EU members that support Kyiv.

President Volodymyr Zelensky has reaffirmed that any agreement must ensure Ukraine’s full territorial integrity and security. The Kremlin maintains that talks are possible only if Kyiv recognizes what it calls the “new territories” occupied by Russian forces, a condition rejected by Ukraine and Western governments.

Current situation

As of October 2025, no date has been announced for the completion or presentation of the proposal. The European Union confirmed that coordination with Kyiv continues and that the United Nations has been briefed on the discussions.

No ceasefire has been declared. Fighting remains concentrated in the eastern and southern regions of Ukraine, particularly in Donetsk, Luhansk, and Zaporizhzhia.
